Why this topic suddenly matters in 2026
For years, ordering goods from outside the EU felt tax-free under €150. That era is over. Since 1 July 2026, the EU's €150 customs-duty exemption is abolished, and low-value parcels from non-EU sellers now attract a flat €3 duty per tariff line - on top of the import VAT that has applied since 2021. Delivery times from China are long, and nicotine products face their own rules on top of the general ones. The punchline for German buyers: parcels shipped from inside the EU skip all of it. Here is how the whole picture fits together.
The three charges, in order
When a parcel crosses an EU border from a non-EU country, up to three charges can apply:
| Charge | Rate | Since when |
|---|---|---|
| Import VAT (Germany 19%) | From the first euro - no threshold | July 2021 |
| Flat customs duty, parcels ≤ €150 | €3 per tariff line | 1 July 2026 |
| Normal customs duty, parcels > €150 | 0-17% by product category | Unchanged |
The €3 duty is per item category, not per parcel: a parcel with three products in three tariff headings attracts €9. It applies to distance sales through the IOSS channel - which covers the large majority of e-commerce parcels into the EU - and is a transitional measure until the EU completes its customs reform, expected around 2028. The background: some 4.6 billion low-value parcels entered the EU in 2024, the vast majority from China, which is exactly what pushed the reform through.
What IOSS means for your checkout price
IOSS (Import One-Stop Shop) is the mechanism that collects EU VAT at the point of sale for non-EU sellers. If a shop is IOSS-registered, the VAT is already in the price you pay at checkout and the parcel clears customs without a bill from the carrier. If it is not registered, expect the carrier to present you with VAT plus a clearance fee - often €6-15 on its own - before delivery.
Nicotine products add a further wrinkle: many carriers refuse them outright from non-EU origins, and enforcement against illicit vapes has intensified - German customs alone seized several million illegal devices in the first half of 2026. The tax side of legal vapes is covered separately in our German vape tax explainer.
EU-warehouse orders skip all of this
Shipping between two EU member states is treated as a domestic movement of goods: no customs declaration, no import VAT at the border, no duty. A vape order from an EU warehouse to a German address is simply a domestic parcel - it arrives with the carrier, not through customs.
That is the entire logic behind buying from an EU warehouse: German VAT is included in the checkout price, delivery takes 1-3 days instead of 2-4 weeks, returns actually work under EU consumer law (14 days, per our returns guide), and no carrier ever presents you with an unexpected invoice. For wholesale buyers the gap is even larger - clearing a bulk pallet through customs costs fees and time that EU-warehouse stock simply does not incur.
Gifts, travellers and the edge cases
- Gifts between private people up to €45 stay duty-free - but a commercial parcel dressed up as a gift is a customs offence, not a loophole. Commercial orders need a proper document trail, which is what business vape orders: VAT and invoices sets out.
- Travellers can bring goods worth up to €300 duty-free by land and sea (€430 by air) - the allowance covers personal-use vapes bought on holiday outside the EU.
- Splitting orders into several sub-€150 parcels no longer avoids duty; the €3 is charged per parcel per tariff line, so five parcels means five charges.
- Neighbouring countries differ: EU members like Austria follow the intra-EU rules above, while Switzerland and Norway are outside the customs union entirely - our Switzerland guide and Norway guide cover their separate regimes.
Practical checklist before you order
- Check where the shop ships from. "EU warehouse" in Germany or the Netherlands means no customs process at all.
- If ordering from outside the EU, expect VAT plus the new €3 duty plus possible carrier fees - and slow, uncertain delivery for nicotine products.
- Keep order confirmations: for parcels above €150, customs values the goods including shipping.
- For EU-warehouse orders, nothing to do - the price at checkout is the final price.
Frequently asked questions
Do I pay customs on vapes ordered from an EU warehouse?
No. Intra-EU shipments are domestic movements - no customs, no import VAT, no duty. VAT is charged as normal German VAT in the shop's checkout price.
What is the €3 duty on small parcels?
A temporary EU flat customs duty, effective 1 July 2026, on non-EU parcels up to €150: €3 per tariff line per parcel, in force until the customs reform replaces it around 2028. Import VAT has applied regardless since 2021.
Is my vape order from China legal?
Nicotine products face strict rules and carrier refusals, and unlicensed imports of vaping products are treated as prohibited goods by German customs - seized without compensation. Devices from compliant EU-based shops avoid the entire problem.
How fast is EU-warehouse delivery?
Typically 1-3 working days inside Germany and the wider EU; the country-by-country picture is in our delivery times guide.
